My non-conspiracy-theorist side puts this down to our centralized, un-original media-concentration culture. My conspiracy-theorist side says "CIA psy-ops planting stories". Whichever is true the biggest weather modification going on comes from all of the people that drive cars instead of public transport and waste heating energy through bad insulation, leave lights on and consume far more than the planet can support.
