A [very boring] summary of the white paper will be sent to every household in Ireland. It can be accessed at...

http://www.irlgov.ie/iveagh/nice/summary.htm

This summary has been slammed as government propaganda by the Green Party, who said it is an abuse or taxpayers money. Spokesman John Gormley said it contravenes the McKenna Judgement, which said that taxpayers' money cannot be used to promote one side of a referendum campaign.

The Referendym Commission was established after this ruling, but the FF-PD cabal have abolished this commission because they weren't happy with the objective information it provided on the Nice Treaty in June 2001.

The full [pdf] text of the white paper can be accessed at...

I blame the electorate for the holding of a second Nice poll, if only they had voted the right way first time around, a second poll would not be necessary. Do these wrong thinking people not realise the strain they have put on our Taoiseach and Tanaiste. Like the Stalinists in Poland, they may have to elect a new people if the result is not correct this time.
