Have Your Say in Dun Laoghaire Rathdown County Development Plan for 2016 -2022

DLR County Council make minimum effort to include public participation.

Buried in the DLC CC website is a notice inviting members of the public to have their say in the 2016 - 2022 development plan. These are types of plans throughout the country that have been shaped, influenced and manipulated by corrupt developers in the past and probably will continue to do so in the future.

The consultation period has already been in operation for over a month since March 19th and continues until May 14th.

This is the public chance to have their say. However DLR have been very coy about this and have given very little publicity about it. It appears you have to know about it in order to find out about it.

On their website they go out of their way to hide it in the text because the title actually states a review of the 2010 - 2016 plan is being reviewed and naturally most people will assume there is little point engaging since most of the time has elapsed. Even the link to the booklet explaining how to have your say is broken although a link further down works. But to make it even more awkward and off putting, the split the booklet up into 12 separate files.

What we have here is a blatant undermining of democratic engagement and it is not just DLR Co Co that is guilty as this is a widespread practice. From the references to regulation in the text it is clear they are required to have this process by law.

So in order to encourage people to engage with this and oppose the destructive tendencies of people who would rather sell your community short, we have included the text of the invitation here.

The council are also organising a number of Public Information Sessions -most of which have already happened. These are listed below and the remaining ones will be added to the event calendar.

People should check their own council websites to see if the same thing is happening in their own area and they are unaware.

Notice is hereby given in accordance with Section 11 (1) of the Planning and Development Act 2000 (as amended) that Dún Laoghaire-Rathdown County Council intends to review the existing Dún Laoghaire-Rathdown County Development Plan 2010–2016 and to prepare a new Dún Laoghaire- Rathdown County Development Plan 2016–2022. The new County Development Plan shall be strategic in nature for the purposes of developing (a) the objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the Development Plan and (b) the Core Strategy. It shall also take account of the statutory obligations of any local authority in the area and any relevant policies or objectives for the time being of the Government or of any Minister of the Government.

Strategic Environment Assessment and Appropriate Assessment

In compliance with the Strategic Environmental Assessment Directive (2001/42/EC) and in accordance with Article 13B of the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. No. 436 of 2004) (as amended), the Planning Authority proposes to carry out a Strategic Environmental Assessment (SEA) as part of the review of the existing Development Plan and preparation of a new Development Plan. For this purpose, the Planning Authority will prepare an Environmental Report of the likely significant effects on the environment of implementing the new Plan. The provisions of Articles 13C to 13J of Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. No. 436 of 2004) (as amended) shall also apply.

Pursuant to the requirements of Article 6 of the Habitats Directive (92/43/EEC), a Stage One Appropriate Assessment Screening shall be carried out as part of the overall process and a Stage Two Appropriate Assessment (AA) shall be carried out, if required.

The Council is encouraging members of the general public, local businesses, residents associations, community organisations and schools to have a say in influencing and helping to frame the general direction the next County Development Plan might take. Public inputs at the start of the Plan-making process are vitally important to ensure the finished Plan reflects public concerns and aspirations.

To assist this process, and to help stimulate public debate, a short Booklet ‘Have Your Say – Influence & Shape Your County’ has been prepared. The Booklet gives a broad overview of the main development issues currently impacting on Dún Laoghaire-Rathdown and identifies the kind of planning matters the next County Development Plan could address.

Hard copies of the ‘Have Your Say’ Booklet will be available at the following locations (OR see link to PDF versions above):

Planning & Enterprise Department, County Hall,Dún Laoghaire (between 10.00am and 4.00pm)
Council Offices, Dundrum Office Park. (from 9.30am to 12.30pm and 1.30pm to 4.30pm) on


Monday to Friday (excluding Bank Holidays) from Wednesday 19th March, 2014 to Wednesday 14th May, 2014 (inclusive).

The Booklet may also be inspected at all Branches of Dún Laoghaire-Rathdown Libraries and the Booklet is also available to download from the Council’s website www.dlrcoco.ie

Submissions/Observations

Dún Laoghaire-Rathdown County Council hereby invites any interested parties to make submissions or observations with regard to the review of the existing Dún Laoghaire-Rathdown County Development Plan 2010–2016 and the preparation of the new Dún Laoghaire-Rathdown County Development Plan 2016–2022 including the SEA and AA process.

In respect of making a submission or observation please note the following:-


  • Submissions/observations should include your name and address, a map (for identification purposes) and, where relevant, details of any organisation, community group or company etc., which you represent.
  • Submissions/observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of Dún Laoghaire Rathdown County may be made in writing within the specified period. In line with recent changes to planning legislation, submissions/observations at this stage of the overall Plan-making process should be strategic in nature and focus on ‘big picture’ issues.
  • Children, or groups or associations representing the interests of children, are particularly encouraged to make submissions or observations regarding the foregoing.
  • As the overall Plan-making process advances the Planning Authority intends to review the zoning of the area of the Development Plan, for the purposes of developing objectives and policies to deliver an overall strategy for the proper planning and substainable development of (i) the area of the Development Plan, and (ii) the Core Strategy.


However, in recognition of recent amendments to primary planning legislation, on foot of the Planning and Development (Amendment) Act 2010, the Council cannot consider at this Pre-Draft stage of the County Development Plan process submissions or observations relating to the zoning and/or re-zoning of specific or particular parcels of land. These more detailed matters will be considered during the Draft Plan stage of the overall process - which is approximately 12 months away.
