While we are not aware of any specific threat to British nationals, travellers to Venezuela should be aware that the political atmosphere is tense. A national strike began on Monday 2 December. Many services have been affected throughout Venezuela, however, Caracas International Airport remains open. Ferry services to the island are suspended due to the strike action and petrol shortages may prevent travel even from the airport to the port. Certain sectors on Margarita have joined the strike action and we have reports of demonstrations there. Travellers should also take account of the possibility of disruption to public services on Margarita due to shortages in fuel and consumables. We would advise against travel to Margarita at this time. Following recent developments, including the terrorist bombing of a nightclub in Bali on 12 October, UK nationals world-wide should be aware of the risk of indiscriminate attacks on civilian targets in public places, including tourist sites and venues frequented by the expatriate community.Although most of the country remains calm violent incidents can erupt at any time. Crime levels are high, especially in Caracas and Maracaibo. Visitors should not become involved in drugs of any kind. Drug traffickers face long prison sentences in appalling conditions in Venezuelan jails. We advise against travel to the border areas especially with Colombia.

Statement by Minister of State Tom Kitt, T.D. Human Rights Day,
10 December 2002


“Since 1950, the United Nations has invited all States and interested parties to observe the 10th of December the anniversary of the proclamation of the Universal Declaration of Human Rights as Human Rights Day. It is appropriate, therefore, that on this day we reaffirm the principles enshrined in the Declaration which remain as relevant today as they were over half a century ago when the Declaration was proclaimed. The Declaration set out a vision of a world where all peoples are free to enjoy the same rights and freedoms without discrimination.

Ireland has places a high premium on the protection of human rights and fundamental freedoms, recognising that they are the key to peace and prosperity.

During the past year the Government has continued to prioritise human rights through Ireland's membership of the Security Council and will continue to do so when we become members of the UN Commission of Human Rights next year.


Our human rights policy is underpinned throughout the world by the work of Irish NGO's who through their valuable work help ensure that human rights instruments become reality for many people.


The issue of human rights is not, nor should it be, the preserve of foreign policy. We must accept and respect cultural diversity within our own society, as we would wish Irish culture and identity to be respected in other countries.


On this important day we must renew our commitment to defend against violation of human rights, wherever the threat may occur, and uphold the principles of the Declaration on Human rights with greater vigilance than ever.”

Thursday, December 12, 2002 -- Uruguayan EP-FA congressman Jose Nayardi says he has information that far-reaching plans have been put into operation by the CIA and other North American intelligence agencies to overthrow Venezuelan President Hugo Chavez Frias within the next 72 hours.

Nayardi says he has received copies of top-secret communications between the Bush administration in Washington and the government of Uruguay requesting the latter's cooperation to support white collar executives and trade union activists "to break down levels of intransigence within the Chavez Frias administration."

In an interview with reporters from the Uruguyan newspaper La Juventud, Nayardi says he observes a domestic-political situation in Venezuela which could easily erupt into a civil war and bloodbath ... "the whole process is a shocking reminder of what happened in Chile in 1973 ... I sincerely hope it does not come to that!"

Nayardi says he does not foresee any immediate foreign military intervention in the Venezuelan situation but warns of a possible escalation if the opposition gets the upper hand over constitutional law and order.

"The problem is that Venezuelan television and major newspapers have been hiding the true fact that there are huge popular uprisings in support of the Chavez Frias government ... now that Venezuelans are beginning to understand that they have been duped by the anti-government media, they are demanding that these information channels should begin to tell the truth!"
