Telesur plans to begin formal broadcasting in Venezuela and Latin America this month

"Today we know much more about Chechnya than what's happening on the corner, in Colombia or in Central America, because all the information that the North generates comes into focus about subjects that interest the North," says Aharonian, 59, at Telesur's temporary offices in the center of the capital.

Since the Spaniards invaded the New World, Aharonian said, Latin Americans have been "trained to see ourselves with foreign eyes. ... Now, 513 years later, we are recovering the possibility of seeing ourselves with our eyes."

Telesur, which is short for Nueva Television del Sur (New Television of the South), intends to counter what Aharonian calls the "hegemonic" world view of its U.S. and European counterparts.

By contrast, he says, Telesur will offer newscasts, hard-hitting documentaries on hot-button topics such as infant mortality and indigenous people's rights, and other original programming from a uniquely pan-Latin perspective.

Some skeptics, though, worry that the channel's viewpoint will be skewed by its backers. The leftist government of President Hugo Chavez has provided an estimated 70 percent of the fledgling network's $10 million financing to date, and its chairman is Venezuela's youthful Information minister, Andres Izarra, who also happens to head its editorial board. Telesur will operate out of an annex of Venezolana de Television (VTV), the state-run network that largely functions as a mouthpiece for Chavez's socialist-flavored policies and gringo-bashing rhetoric. The Venezuelan leader has enlisted his buddy Fidel Castro as a partner in the project.

To some, that sounds like propaganda. Last year, the chairman of the US Senate's foreign relations committee, Richard Lugar, referred to the planned channel as a vehicle to spread President Hugo Chavez's authoritarian message around the region.

Alberto Ravell, the head of Venezuela's main private news channel, Globovision, agrees.

"You're going to have a view of Latin America, but you're going to have the view these governments want you to have, not an impartial view," he said.

He told the BBC that all the people working at Telesur are leftist.

"They're all in one political position, and that's the political position of our president that wants to be not only the president of Venezuela but the leader of Latin America."

This is indeed going to be Bad news for Hollywood. Which makes me smile. People worry too much about washington soldier-lawmakers and new york financeers & tend to forget hollywood.

Colombia on Monday berated a new Venezuela-based television station championed by President Hugo Chavez for featuring the leader of its deadliest rebel group in a promotional trailer.

"I just want to say, Mr President, that it was very painful for Colombia that out of the 44 million decent Colombians, Telesur should choose 'Sureshot' for its first two seconds of broadcasting," Deputy Foreign Minister Camilo Reyes told Chavez during a summit of Andean leaders in Lima.

"Sureshot", whose real name is Manuel Marulanda, is the veteran leader of the 13,000-strong Revolutionary Armed Forces of Colombia, or FARC, a Marxist group that has been fighting a socialist revolution for more than 40 years.

Indymedia and our allies Freespeech TV and Democracy Now have a functioning network which does get to millions of homes, produce a week day news hour long tv news show, and generally keeps broadcasting. But we've never had great production values, and those matter a lot in TV. Also we've had some experimentation with distribution online like v2v which is not very tightly coordinated but generally pretty good quality activisty content. It's also mostly in english and italian which limits things.

It's got to be possible to bridge these more high budget TV networks with real bottom up technology to restructure how we think of and view television. In the case of TeleSur they need to be looking at local transmitters if they want to get to a non-elite audience. The places where there is broadband we should looking at time-shifted tv.

Chavez also plugged the new Caracas-based satellite TV station Telesur.

The station started broadcasting in May with strong financial backing from the Venezuelan government, but has been criticized by his opponents at home for disseminating left-wing propaganda.

Chavez said expansion of the station's news and cultural programing would give South America a voice independent of traditional media conglomerates like CNN.

A lot of techniques from low-budget cinema and video art have bubbled up into the mainstream--like hand-held cameras and DV-looking footage--making it easier for the average TV viewer to accept programming not produced on $100,000 cameras in big studios.

I really believe you can make up for big-dollar equipment through style, planning and editing. But that does take time, if not money.

Distribution, of course, is the bigger question, with the internet becoming more feasible every day.

I think we still need to get video onto peoples TVs, not computers. Audio on computers has become more prevalent because people don't mind listening while doing computer work, and because of mp3 players, which allow people to take their computer audio with them.

Portable video players will remain a geek thing, until they're as useful and easy as portable DVD players. Still, the familyroom, bedroom and kitchen TV are the frontier that has to be conquered for internet distributed video to take hold.

In and of itself, that will not be a revolution for independent content, but it should flatten the landscape, just as downloading and podcasting has flattened things a bit for independent audio producers.

The fact is that news, movies, documentaries, music, culture and sports from all Latin American countries will be aired on Telesur. If these programs do not support the “American Dream” and US values as does CNN en Español, Telemundo, Univision ... then so what?

The US does not own this continent, even though it still has a great deal of political, military and economic influence here. Telesur will contribute to weakening the psychological grip that was developed on the unsuspecting Latin American population using TV as a means of trans-culturization and the resulting loss of traditional values and the implantation of a consumer mentality to sell more useless gadgets and “exercise machines”!

On Wednesday the US House of Representatives passed an amendment that allows the US to broadcast television and radio programmes into Venezuela.

The amendment, introduced by Connie Mack, a Florida Republican, is aimed at offsetting the perceived “anti-American” influence of Telesur, a nascent satellite television channel majority funded by the Chávez government and set for a full on-air launch in September.

It is unclear whether the Bush administration has firm plans to beam into Venezuela a stream of what the amendment describes as “objective and comprehensive” news.

Democratic Colombia is winning its war against terror, and its economy grew 6% in 2004. To visibly feature washed-up narco terrorists like Sureshot as Colombia's "real" story is a cliche.

It's not news at all. It's a warning that this $6 million network will be an electronic platform for terrorists to intimidate democracies. All terrorists thrive on publicity.

Telesur is about giving FARC, which, like al-Qaida, kidnaps and kills authentic journalists, a new jolt. Freshman Rep. Connie Mack of Florida also warns that Telesur is "patterned after Al-Jazeera to spread (Chavez's) anti-American, anti-freedom rhetoric."

That wouldn't be surprising. It's majority-owned by Chavez's government. Its president, Andres Izarra, is Chavez's information minister. Its offices are housed with Venezuela's state TV. Its staff has been seen wearing FARC T-shirts. And its minority backers are the leftist regimes of Cuba, Argentina and Uruguay.

The catalyst for the current round of shrieking is the advent of the regional TV network Telesur, funded by the governments of Venezuela, Argentina, Uruguay and Cuba. Telesur began broadcasting at 12:15 p.m. today, the 222nd birthday of Simón Bolívar, The Great Liberator who dreamed of a united América (“he is not dead,” Chávez said at a ceremony earlier today. “He has returned”). Not since the 1981 launch of MTV has a television network received so much attention before it hit the airwaves. Some are comparing Telesur to CNN. Others are comparing Telesur to the pan-Arabian network Al-Jazeera. Chávez’s international opponents view the nascent TV network with horror, as something akin to Venezuela developing the atomic bomb: Oh no! He’s coming into our living rooms!

What’s at stake is much bigger than one man (Chávez) or one TV station (Telesur). An authentic rebellion against the real center of power in this world (that is to say, against the Commercial Media) has finally gained traction. Using the media as an important part of winning the psychological war, Garrido states, the US House of Representatives has in fact declared an electronic war on Venezuela.

This goes hand in hand with a Pentagon decision to set up a Military Spatial Operations Command in Latin America that will send out propaganda to "counter centers of terrorism and regional destabilization." The Pentagon has renewed contingency plans to deal with situations in Bolivia and Venezuela.

The Joint Psychological Operations Support Element (JPSE) consists of 38 specialists and a $77.5 million budget for the next 7 years. Director Jim Treadwell says the team will be responsible for TV publicity, radio spots, internet pages aimed at polishing the USA's image in the region and fighting terrorism.

President Bush's nominee to be undersecretary of state for public diplomacy is vowing that, if confirmed by the U.S. Senate, she would work to foster greater understanding between the United States and the rest of the world.

Karen Hughes, a close adviser to President Bush, testified before the Senate Foreign Relations Committee at a time when the United States is seeking to improve its tarnished image overseas.

One of the most experienced broadcast experts in the United States believes that Karen Hughes -- the high-profile confidante of Pres. George W. Bush nominated to help the State Department do a major makeover of U.S. public diplomacy -- may not be able to lay a glove on one of its key programmes: international broadcasting.

Alvin Snyder, a senior fellow at the University of Southern California's Centre on Public Diplomacy, says international broadcasting channels -- ”one of the basic tools in the U.S. public diplomacy arsenal” -- are protected by a ”firewall” that makes them off-limits to people from the State Department, or anywhere else.

”The wall is policed by the Broadcasting Board of Governors (BBG), a government-funded but independent corporation governed by eight private-sector politically appointed members -- four Republicans and four Democrats,” Snyder told IPS. ”The secretary of state is the ninth member of the BBG in case there's a tie vote.”

”The purpose of the firewall is to keep broadcast channels independent from government influence,” Snyder says, ”and that government would certainly include the State Department.”

The BBG's broadcast resources include the Voice of America, the Arabic-language TV Alhurra and Radio Sawa, the Iranian service's Radio Farda, Radio Free Europe/Radio Liberty, Radio Free Asia, Cuba Broadcasting's Radio and TV Marti, and the support group for all this, the International Broadcasting Bureau.

The new Venezuela-backed Latin American TV station Telesur is considering a possible alliance with Aljazeera.

Telesur president Andres Izarra announced the possibility on Wednesday as he confirmed he would step down as Venezuela's information minister to head the recently created Latin channel, which President Hugo Chavez has promoted as an alternative to US media outlets like CNN.

"There is a possibility of reaching an agreement with Aljazeera, but our interest, more than anything, is in looking for greater diversity and deeper views on subjects," Izarra said at a news conference.

Government-sponsored station seeks credibility

Less than two weeks into its transmissions, 24-hour news-and-culture channel Telesur, supported by leftist President Hugo Chávez and Cuba, has already proved better at making the news than reporting it.

It has cost a Venezuelan Cabinet minister his job, irritated some neighbors, triggered concerns in the Bush administration and sparked a threatened countermeasure by the U.S. Congress.

Since it started broadcasting on July 24, Telesur has scored high with analysts for the quality of its images, editing and graphics, but has shown a lack of impartiality in its news reports and a leftist bent in its programming.

A heavy pro-Cuban bias was evident in the news and other segments, including a lengthy film about Cuban guerrilla icon Ernesto ''Che'' Guevara, as seen by Fidel Castro.

Items critical of the United States and key allies such as Britain and Colombia also received a lot of airtime, while statements from Colombia's leftist guerrillas were given prominence.

The Colombian National Television Commission (CNTV) blocked satellite access to Telecapital, a government channel that rebroadcasts Telesur signal.

The decision may result in clashes between national authorities and Bogotá town council, led by socialist Luis Eduardo Garzón, the weekly added, quoting a CNTV source.

The Committee decided not to grant access to the satellite of the Bogotá channel. Therefore, Telesur programs could not be seen in most part of Colombia. However, signals were authorized from TRO, a small channel operating to the East, on the Colombian-Venezuelan border.

"It is a Colombian domestic issue and it is not our business. We are called to continue working, producing more spaces that show us, Latin Americans, our culture, from our own point of view," Telesur director general Aram Aharonian said on the phone.

Its regarded as one of the key activities which won him his great popularity, Chavez is often seen smiling with his baseball bat playing in the garden, and then "hanging out" with the people many of whom have very basic levels of literacy.

The latest edition of the Venezualans televised sunday papers, saw Chavez join with Castro to explain their common vision for the continent.

“El único camino a la salvación de nuestros pueblos es la unidad verdadera, la integración política, social, económica, productiva y energética”, aseguró Chávez.
