Justice Barr publishes the findings of the Barr Tribunal in relation to the killing of John Mc Carthy

Today the Barr Tribunal published findings on the series of incidents
which led to the shooting of John Carty in the Abbeylara Siege.

If anyone else can provide details of the original story and the findings it
would be nice. Irish media is dominated by the 'considered responses'
of Minister Michael Mc Dowell to the findings. There has been blanket
media coverage all day, with little info.

Except that the justice was critical of the Emergency response unit's
dealing with a situation of siege in which a person suffering from
a psychiatric disorder was shot, in what was a badly driven response to
the situation.

Minister Mc Dowell's response was that the justice was right to criticise
the response unit and that they would learn that issues differ in relation
to criminality (gun crime) and mental incapacity.
