Irish Women Lawyers Association

Human Trafficking: Modern Slavery?

Saturday, November 25th from 10.00 - 13.30
The Green Hall, Law Society of Ireland, Blackhall Place, Dublin 7

Legislation in the subject matter of this half-day conference emanates
from:
* The UN Trafficking Protocol, which established the first-ever
international definition of trafficking in human beings covering all
contemporary forms of trafficking.
* The Opinion of the Parliamentary Assembly of the Council of Europe
253 5(2005) concerning the draft Council of Europe's Convention on
Action against Trafficking in Human Beings adopted on 26 January 2005.
* The Recommendation 15 (2005) of the Committee on Equal Opportunities
between Women and Men of the Parliamentary Assembly of the Council of
Europe and
* Plans at EU level to harmonize national anti-trafficking legislation
by adopting the Council Framework Decision on combating trafficking in
human beings and elaborating a draft Directive on short-term residence
permits for victims of trafficking.

IWLA has concerns that current instruments are primarily law
enforcement in nature, devoid of strong and mandatory provisions on victim
protection and assistance, thereby failing to provide adequate protection of
the human rights of victims of trafficking. This conference will
provide some thought-provoking presentations on the following topics by the
indicated speakers:
The Irish Legal Position; The Irish Experience; Forced Labour in
Ireland Trafficking for Sexual Exploitation; Return and Reintegration for
Trafficked Victims which will be delivered respectively by Bríd Moriarty
BL, Law Library; Det. Superintendent John O'Driscoll, Garda National
Immigration Bureau; Deirdre Coghlan, Independent Researcher for Migrant
Rights Centre; Kathleen Fahy, Director, Ruhama and Ryan Nelson,
International Organisation for Migration (IOM).

It is hoped that the discourse and debate on next Saturday will
crystallise the primary motivations of those who wish to inform change towards
the elimination of the perpetration of trafficking illegalities in the
breach of basic human rights.
