An Bord Pleanála will open a hearing today into a controversial decision by Dublin City Council to allow large billboards be erected at key sites in return for free bicycles.

The deal with JCDecaux is believed to be worth tens of millions of euro over a 15-year period, but the Council has declined to publish any details due to commercial sensitivity.

The company is one of the world's leading outdoor ad agencies.

AdvertisementIn other European cities, like Lyon, the company has provided free bicycles in return for billboard space.

Two types of billboards are proposed - 70 freestanding large boards and 50 smaller boards - the big ones may carry moving images and be illuminated at night.

However, the deal has angered some Dublin City councillors who say the executive did not provide critical information before the deal was done.

Other objectors argue a city like Paris is getting three times more bicycles than Dublin, while the larger billboards could be a safety hazard.

Another point of controversy is that An Bord Pleanála is only examining 25 proposed sites, rather than the full 120.

the subject of debate on 'litter laws' and no political groups turned up to protest the right of free speech...
Let me say this, a blonde woman councillor protested the allowance for political postering
(AntiWar, Tara, Reclaim etc) on the basis that 'The posters may fall on the head of a passerby and the
Council would be indemifyed'. The council seeing nothing wrong in the take up of advertising space
with gruesome images that constantly invade your consciousness , once the price was right...

This deal is about profit for the council coffers and whilst thinking about the uses of a 70ft billboard
I suggest that people imagine the elections and the face of Mary harney looming at you- is it worth a
bicycle or two.

50 new applications for JC Decaux on 2nd February, application numbers 1457/07-1506/07 inclusive were sent into Dublin City Council.

All the applications were sent in over a phased period to make it difficult to object, One couldn't object en masse but had to pay €20 for EACH objection, a further erosion of the ability to engage in the planning process.

In fact JC Decaux would put up applications on the street and then take them down before submitting them. It's a full time job trying to follow the ins and outs of this PPP.

This was a plan drawn up between Dublin City council and JC Decaux. JC Decaux applied to DCC who would then decide on granting planning permission for each individual advertising hoarding. Except they wern't exclusively described as advertising hoardings but as

"Permission for the erection of an advertising display unit on the site. The precise location of the unit is marked by an x in a circle directly onto the pavement in red paint. The overall area of the site is 0.295 m2. The development will consist of an internally illuminated, double sided, advertising display unit which shall display civic information or an advertisement. The display panels shall be scrolling or static. The structure has an overall height of 2.596 metres and a width of 1.438 metres. The area of each of the display panels is 1.98m2."

Now what is the difference between advertising and civic info? What are the clear guidelines that DCC and Dublin City Councillors have for these. Please remember that Councillors were involved in drawing up these proposals.

This issue will not go away as long as we remain vigilant about what happens to our streets.

The above list is by no means exhaustive. JC Decaux withdrew some applications after putting them in. They had to pay over €20, 000 for applying and that doesn't cover all the admin for creating the applications, architects, designs etc..

This project merits further investigation but as the Council and JC decaux are hiding behind the notion that this info is commercially sensitive they're saying nothing. This is public property and nothing should be kept from us. The Councillors who are behind this deal also should provide the public with information as to how much money is involved, what percentage of the billboards use will be used for advertising and for civic information. It was impossible to get that piece of info from the council.

The prospect of Panda waste advertising bin collection on these hoardings in 'competition' with Dublin County Council would be interesting. Would that be 'civic information' or 'advertising'? What ethical standards will DCC employ? What percentage of JC Decaux takings will go to DCC coffers? This is a multi million euro deal and the handover of our public space is worth much more than some paltry bikes.

Anyway are DCC providing more bicycle lock ups to cope with the new influx of bikes which will be on our streets?

JC Decaux should not be allowed one single new site until they remove the illegal eyesores all over the country. When they took over Allen's sites (about 2002/2003) they widened, joined up and increased the height of hundreds of boards without any planning application whatsoever. As they have already stated that this suggestion is defamatory, here are two:

Above Distillery House, Cork - widened and joined over-roadway signs into one gigantic eyesore (2002)

Bottom of Summerhill North, opposite Leisureplex - multiple 12 foot wall-mounted signs joined into paired / triple monstrosities (2002) and again into a single wide sign (2006)

So, if someone sees a Ryanair ad on a billboard, they'll decide to fly somewhere? Is the reality not that someone intending to fly somewhere might be inclined tocheck prices with Ryanair rather than just decide to fly?

And people choose their petrol based on needing to fill the engine, the cost at the pump and convenience...not because a big billboard said one company's petrol was great.

A little more logic, please.

Am I the only one that imagines the majority of these bikes will be ending up in Canals, the liffey, on fire, and replacing the obligatory pair of shoes slung over the phone/power line?

To be honest, I wouldn't be surprised either. They tried something similar a few years back, from memory, and the bikes were wrecked.

Firstly, in Lyon, city authorities also introduced traffic restrictions, extra cycle lanes, etc, alongside their free bike scheme. We, as usual, are taking a half-arsed approach. Secondly, i read somewhere( can't remember where) that JCDecaux have to remove illegal billboards as a condition of this scheme. Lastly, what makes people think that we will have a higher rate of vandalism/theft of these bikes than Continentals? We already have a public transport system based on trust (Luas) with a very low rate of fare-dodging.

I'm sure they'll fk it up. They've fkd it up everywhere else. You can read about barcelona's "bicing" another scheme compared to that of Lyon (which Diogenes mentioned in the last comment) on wikipedia (the council wrote the page & their minions guard it jealously from criticism) http://en.wikipedia.org/wiki/Bicing
They use "clearchannel". They provided 1,500 bikes in three stages. 200 hundred went in phase 1 to 14 stations in the old city where I live. Within the first month 5,000 people had signed up. The commuting general area is home to 3.5 million people, most people in the old city have bikes so those who wanted the service were commuters. There are 3.5 million people within half an hours commute of the old city. After an initial period of "cheap membership" only then did they realise they had miscalculated demand. "More than 1,500 people wanted a bike at rush hour in the morning". So after much thinking and twiddling with figures they put up the charges & costs & decided to promise 3,000 bikes by the end of 2007. On the last "car free day" over 800,000 people visited a special "cycle info" website they promoted. It's not scientific but it's an indication of demand. The vast majority of their cycle lanes are planned but not operational & the worst pedestrian black spots are found where traffic, trams & cycle lanes converge.

Fears for vandalism were unfounded (as in Paris or Lyon) but they hadn't really put much thought into how much maintainance a bike needs or how the rails would work in practice. They hadn't put much thought into how clumsy people can be putting bikes back on the rail or how generally people yank something & struggle with it for a while rather than realise they're attempting to take the wrong bike. & then last but not least the council then extended its war on cyclists & made it illegal to lock bikes to street furniture. All in all, every day I see stands with oodles of bikes or "bicings" where people wanted to get to & there is no longer room to leave your "bicing" and elsewhere I see empty racks where everyone wanted to get from.
It's not a problem with the idea but the budgetary dimness of the council & the deeply ingrained car culture. & that carried over to Clearchannel who do the bike themselves in Paris, Lyon & BCN. As always an emphasis on image & looking cool and surprising lack of foresight for demand or problems.

Interestingly as it has become more difficult to use your normal bike [you can't lock it anywhere] & "bicing" though popular is best suited to non-peak use - the private hirebike companies have exploded, it's safer to hire a bike with a chip than use your own. I get an average of one bike stolen a year & now have a car park bike place but no bike. I could sell the space for 8 times the price I paid for it, (but I'm not going to) which strikes me as odd that the "Real estate" speculation of our superificial image first council has now even extended to bikespaces, but that space almost under the cathedral is of little use to me if I want to visit anyone - where would I lock my bike then? So as a result the last time I went cycling it was on a private company hire bike. It's not getting nicked and the powers that be don't cut it off & take it away & fine me for it. oh that would be a tourist we love the tourists

So I'd suggest people in Dublin consider these so-called "community bike" schemes in tandem (forgive the pun) with the other all too often image driven community & urbanistic ideas which come from our city halls. Never forget they drive cars & think like car drivers. Giving you cool bikes is not enough - they've to make everything better for all bike users. & think of how people move on bikes & pedestrian safety & everything.

It's perfectly logical Sean -- it's called preference development. Advertising compels people to consume more of what they would not previously consume. Within a market economy private good consumption is biased over public good consumption. Therefore advertising of same is biased. Advertising on billboards will promote carbon intensive outcomes in the very same way as advertising in newspapers does*, and this will snowball over time resulting in peoples preferences for weekend flights to Malaga or where ever or for using the car as opposed to public transport, changing to a carbon intensive manner.

In effect, the 'free' bikes will be paid for by even more adverts to change our habits to a more successful way of cooking the planet. Of course this is the only option because we couldn't directly pay for the bikes out of progressive taxation. Some tendering, profit and PPP process needs to intercede to make it all the more inefficient, corporate, inequitous and neoliberal. Hegemony indeed!

.....The World Development Movement kindly offered to conduct a survey for me. I asked it to add up the space given to adverts for cars, air travel, holidays requiring air travel and oil companies in the weekday print editions of the five quality dailies, across 10 days in July. The Financial Times carried the fewest such adverts - a total of 2.75 pages across the ten days, or 0.8% of its total space. Its weekday editions have fewer adverts of all kinds than the other papers (the result might have been different if we had assessed the Saturday papers).

The Guardian came next, with 15.6 pages of fossil fuel adverts (2.5%). The Independent carried 24 pages (3.1%); the Telegraph ran 30.5 pages (7.3% of the whole paper), and the Times devoted 42 pages to fossil fuel consumption (4.4%). ......

I was shown a threatening letter by DCC against a small Internet Cafe concern, where the owner was told he
was to be fined for using a sandwich board outside of his shop, cos he had not paid for the pavement upon
which the small board had been resting.he can formally apply for a pavement rental or the 'truck' comes and
seizes the board- the fine is retrospective....

Dublin City Council sells advertising space for bikes to multinational concerns who want to sell
crap to kids.

They are going to liquidate National Schools because there's profit in unsanitary drinking water.

The Council chamber has been infested again with the re-zoners who are only to aware that since
mostly the councillors are pen-pushing bureaucrats that would sell their grandmother for the extra inch
of waistline its fair game to subject communities to bad planning and crony back-handers.


Maybe the mafia have gone too far this time, I am not sure but a contact tells me that the water system is
regularly blasted with doses of chlorine, so outdated its become that it's safety cannot be guaranteed.
Schools cannot afford to cover heating costs as it is and now they want to send big bills to principals
for the pleasure of contaminated water and run down schools.

Ten years of FF and they cannot get infrastructure correct.

The pavements in Dublin are for sale and not just the little bits where the upcoming cafes have barriers
and guys with ear-pieces minding the beautiful people's belongings whilst they go snort up in the lavatories
but the actual pavement upon which we walk is for sale or rent, it generates profit for the council
who pay a huge salary to the city manager to ensure that the estimates are brought in every year
and that the increasingly huge minimum wage bill is paid through the pockets of people who are
already struggling with a buckled health service and a crap school system.
