We're a week away from the most painful Budget in history thanks largely to the eye-watering cost of lockdown. Yet Baroness Hallett says next time the Government must be ready to go harder and faster. This is insanity.

It's bad enough that all UK TV users are forced to fund the BBC via a TV licence. But it's worse than that, says Charlotte Gill: millions of pounds of taxpayers' money are handed to the corporation via backdoor channels.

Pentagon's War Needs Are a Lifeline for Airlines

By MICHELINE MAYNARD

The Pentagon spent more than $1.2 billion this year to fly troops and supplies to Iraq on commercial aircraft, giving airlines a financial lifeline as they struggled with the weak economy, the emergence of SARS and travelers' reluctance to fly because of the war in Iraq.

According to a military report that outlined the use of passenger and cargo airlines in the Iraq conflict, the government paid $636.2 million to 10 airlines that flew troops overseas during a 131-day emergency mobilization from February through June. It also paid $574 million to 14 cargo carriers to deliver equipment to Iraq and neighboring countries in that period.

The payments were made as part of the Pentagon's Civil Reserve Air Fleet program, in which airlines contract to transport troops and supplies on domestic and international flights in peacetime, and agree to participate in a mobilization during war. They must provide planes and crews for 30 days at a time, often with as little as 24 hours' notice.

[....]

In all, the airlines have flown nearly 500,000 troops to and from the war zone this year, while the cargo companies have carried more than 161,000 tons of equipment, the Pentagon report said. In addition to the money they earned during the buildup in Iraq, passenger airlines have been paid $1.2 billion in 2003 for moving soldiers, sailors, airmen and marines elsewhere around the world, work they have done for years. Cargo carriers were paid $1.2 billion as well, and the Pentagon has budgeted similar amounts for the air fleet next year.

''More so than any other airline, World played a major role in the United States' involvement in the Vietnam conflict.

During most of the war, World - along with most other airlines, provided airlift for military personnel and materiel across the Pacific. But in July 1968, World started Rest and Rehabilitation (R and R) flights for battle weary troops from Vietnam to Japan and Australia.''

World Airways, Inc. was granted on Wednesday a $27 million conditional loan guarantee from the Air Transportation Stabilization Board. The loan was approved by a 2:1 margin with board member Treasury Undersecretary Peter Fisher dissenting because he felt the carrier's application did not meet statutory requirements. The carrier has long been a recipient of military contracts to transport troops. Its shares fell 11 percent Wednesday at 75 cents.

NY Times Editorial
Over a third of the Army's active-duty combat troops are now in Iraq, and by spring the Pentagon plans to let most of them come home for urgently needed rest. Many will have served longer than a normal overseas tour and under extremely harsh conditions. When the 130,000 Americans rotate out for home leave, nearly the same number will rotate in. At that point, should the country need to send additional fighters anywhere else in the world, it will have dangerously few of them to spare.
